EUFIS · EU Funding Intelligence Suite
The platform our team uses every day to develop Erasmus+ Cooperation Partnership projects, from spotting a call to a submission-ready proposal. Now opening to selected institutions as an early-access pilot.
The problem
In an EU project proposal every part must reinforce every other part. The problem justifies the objectives, the objectives drive the work packages, the work packages map to the budget, the timeline, the risks and the impact.
Consistency decays as the document grows, and the formal rules change with every annual Programme Guide. Expert writers cannot be expected to memorise every rule, nor to keep a long, highly interdependent document perfectly aligned by hand. That is the pain EUFIS was built for. Not writing faster: writing something that holds together.
What it protects
EUFIS is not a writing tool bolted onto an AI model. It is a structured project-development environment built on three engineering commitments.
Character limits, eligibility, project rules and the lump-sum budget model are enforced in code, not asked of an AI model. Output cannot quietly violate them.
One project state with an explicit dependency graph. Change an objective, a duration or a partner, and every affected work package, budget line and risk is surfaced for you.
Drafts are scored against the programme’s official award criteria before they reach you. For Erasmus+ KA220, for example: Relevance 25, Quality of design and implementation 30, Partnership 20, Impact 25.
Criteria and weights are configuration per programme and call year, not hard-coded assumptions.
How it works
A promising call is shelved in Intelligence; Concept and Proposal pick it up from there. Every project carries a “where this came from” trace: which call, which shelf entry, which concept note.
Scans EU funding calls from official sources, classifies them, turns the promising ones into opportunity cards and tracks trends and budgets across the pool.
Turns an opportunity into a concept note and a partner invitation pack: the document prospective partners see before a proposal exists.
The full EU project application: work packages, activities, budget, the answers to the official form questions, annexes, internal evaluation and export.
The workflow is never forced to be linear. A writer can enter or resume at any stage: from an idea, a concept note, a Gantt chart, a budget or a half-finished application. It works across EU funding programmes; for Erasmus+ all five sectors are supported: Adult Education, VET, School Education, Higher Education and Youth.
Plainly
Saying this clearly prevents the most common misunderstanding about tools like this.
Rules it holds itself to
These are design commitments, not features. They are the honest answer to “can it just do everything automatically?”
The system proposes, questions and checks. It does not approve its own work.
Every manual edit is stored as a new version. A change can always be traced and restored.
Low-confidence results go to a review queue rather than into the record; your corrections become examples the system learns from.
It will not invent a link, a citation or a comparable project. Where evidence is absent, the text is written without it.
How it runs
Local-first, with no central server. Every team machine runs the complete application with its own database and its own AI subscription; the AI model sits behind a port and is swappable. Shared knowledge, such as the call pool, opportunity cards, the shelf and the partner library, flows between machines as a replicated change log through the team’s shared drive. If the connection drops, every machine keeps working in full. Each writer’s own projects and drafts stay private to them. The interface is available in English and Turkish; official proposal content is produced in English.
Who it is for
Built for people who are expert in project methodology and run a small, deliberately non-technical team. Installation is a double-clicked file; messages say what to do next.
The Proposal module is in daily production use by our team. The Intelligence and Concept modules are being merged into the same platform. We are opening EUFIS to a small number of institutions as a pilot; if your team writes EU project proposals and wants to be one of them, tell us about your work.
